Public construction: municipal buildings, county facilities, and civic infrastructure
Communities count on public buildings to work. The stakes are different, the accountability is higher, and the delivery methods vary. JOC, CMAR, traditional bid—we know how to navigate all of it.
We've built public and civic facilities across Arizona and beyond for county governments, municipalities, transit agencies, and public safety departments. Pinal County Complex, including the Administration Building and Library. Apache County Library, Administration Building, and Yard Buildings. City of Phoenix projects at Paradise Valley Mall Parking Garage and Paradise Valley Transit Station. Vernon Fire Station No. 2. Community parks at Eastmark Great Park, Anthem Fields, and Frontier Family Park.
Public construction runs on a different set of rules. Procurement compliance across JOC, CMAR, Design-Bid-Build, and Design-Build—each with its own submittal, cost-transparency, and change-order pathways. Davis-Bacon and prevailing wage compliance. Certified payroll. ADA standards. Bond and insurance thresholds. Buy America requirements on federally funded work. We plan for those in preconstruction, so contract documents don't become the bottleneck.
Delivery-method fluency matters here more than almost any other sector. CMAR rewards early collaboration. JOC rewards speed and trade partner depth. Hard-bid rewards clean estimates and disciplined execution. We staff every project against the delivery method it was procured under—not the one we prefer.
Public buildings carry symbolic weight. A library, a fire station, a transit hub—these represent how a community shows up for itself. We treat them that way.
